Individuals who are in possession of the Polish document „DECYZJA“ and need a visa for Germany CANNOT travel via/to Germany (i.e. airports Frankfurt or Munich).

To travel via Germany you need: Polish residence card or Polish long-term „D“visa (valid for longer than 90 days) with multiple entries and a valid passport.
